To provide a comprehensive CENTER
for families and children that addresses the needs of the Selectively Mute
child/teen. Since few professionals/educators truly understand Selective Mutism,
our children are frequently misdiagnosed, mismanaged and misunderstood.
The SMart Center gives our children a place to feel safe and “at home." The
Center enables for our children to feel comfortable where others 'understand.'
Because we SEE our children
the correct way, we are able to provide ACCURATE evaluations and testing results
and make the necessary treatment recommendations for at home, within the school
environment as well as the ‘real world.’
The SMart Center also offers an array of products and services to parents,
treating professionals, researchers and educators to help educate and promote
the awareness and understanding of Selective Mutism.
The SMart Center is closely affiliated with the
Selective Mutism Group Childhood Anxiety Network (SMG~CAN).

The SMart Center is a comprehensive
treatment and research Center focused exclusively on the anxiety disorder,
Selective Mutism in young children and teenagers. The center is directed by Dr.
Elisa Shipon-Blum.
Treatment philosophy centers on viewing Selective Mutism as a
communication anxiety disorder
and treating the ‘whole child,’ not just a
child’s mutism. The name, SELECTIVE MUTISM, implies that the main and only issue
with ‘silent’ children is their ‘inability to speak.’ As a result, so many focus
treatment and understanding on ‘ways to get the child to speak.’ This is
incorrect and usually leads to worsening and prolonged anxiety; hence minimal
progress.
Upon examination of the child with Selective Mutism it becomes clear that many
children suffering in silence are unable to communicate nonverbally as well as
verbally, and many cannot communicate at all when anxious.
Through years of working directly with children with Selective Mutism and
understanding that each child has their unique needs, Dr. Shipon-Blum has
developed a treatment approach called:
Social-Communication Anxiety Therapy (S-CAT). This
treatment approach is currently being used successfully by numerous
practitioners around the country. Researchers are presently studying the short
term as well as long terms success rates of S-CAT.
In order to help the anxious child with Selective Mutism one must first
understand the child’s unique behavioral characteristics which are affected by a
multitude of factors
(ie, genetics, environment, innate temperament, cognitive and developmental
levels, etc). With a comprehensive understanding of the child 's
characteristics, the degree of ‘communication anxiety’ in various settings needs
to be assessed. Children with SM have different levels of anxiety from setting
to setting. Communication impairment needs to be determined from setting to
setting in order to truly help the child develop coping skills and ultimately
communicate verbally.
To accomplish this, SMart Center professionals use a variety of assessment
tools, school/home evaluations and parental/school interviews. Then with results
from the evaluation of the child (via in person and/or via taping), as well as a
physical examination (if necessary) the degree of communication anxiety in
multiple settings is assessed.
Communication Anxiety Treatment approaches and strategies are then determined
and incorporated with the child's unique needs and characteristics. An
individualized treatment plan focusing on the 'whole child' will
be developed that together with the child, parents and school working as a
team, will enable for steady and consistent progress.
In addition, Dr. Shipon-Blum offers Academic testing to enable for accurate
testing and assessments which can then be used to aid in proper school
placements, IEP/504 development, etc.
Specific strategies are determined
after a thorough initial consultation. Together with the child, parents and
school working as a team, Dr. E develops an individualized treatment
approach using Social- Communication
Anxiety Treatment
(S-CAT). Tactics/Techniques focus in
the REAL WORLD ( home, school, other social situations ( ie, restaurants,
stores, parties, family gatherings) enabling for steady and consistent progress
and at the same time, the development of necessary life coping skills.

and Executive Medical Director of the Childhood Anxiety Network, Inc (CAN) and
the Selective Mutism Group Childhood Anxiety Network. (SMG~CAN). The SMG~CAN is
a division of the 501©3 organization, the Childhood Anxiety Network, Inc. She
is also the
President & Director of the Selective Mutism Anxiety Research and
Treatment Center (SMart-Center) located in
NE Philadelphia,
Pennsylvania.
In addition, Dr Shipon-Blum is Clinical Assistant Professor of Psychology and
Family Medicine at the Philadelphia College of Osteopathic Medicine. She is a
board certified family physician who specializes in the childhood anxiety
disorder, Selective Mutism.
Dr Shipon-Blum practices in
Philadelphia,
PA and has dedicated years studying, researching and treating individuals with
Selective Mutism. She consults worldwide with families, treating professionals
and educators and has helped numerous children from around the
world overcome Selective Mutism. Dr. Shipon-Blum lectures throughout the
country on the topic of Selective Mutism, performs school evaluations and
trainings for treating professionals and educators. Dr E is considered one of
the world’s leading experts in the treatment and understanding of Selective
Mutism.
Dr. Shipon-Blum is presently involved in multiple collaborative research
projects and has written books on Selective Mutism and anxiety including:
'Easing School Jitters for the Selectively Mute child,' ‘Easing Scho0l Jitters
for the Anxious Child,’ The Ideal Classroom Setting for the Selectively Mute
child,' 'Understanding Katie' (a book series about a little girl with Selective mutism),

Dr. Shipon-Blum prides herself on being 'down to earth' and 'easy to speak to',
and resides with her four young children and husband in the NE suburbs of

CONSULTATION
For families or
school personnel interested in a specific service or need, i.e., school
accommodation recommendations, (504 plans, IEP plans, school oriented questions)
or treatment recommendations/questions, letter writing, expert testifying,
second opinions, etc and other services that are not covered in the Initial
Comprehensive Initial Consultation, a 'Per Service' Initial Consultation is
available.
Fees for the 'Per Service' Consultation is based on time spent. Families and
school personnel in need of specific recommendations will need to enable an
evaluation for their child/student. Random strategies and tactics cannot
be recommended since this will be of little value to the child.
Therefore, in order for Dr. Shipon-Blum or other professional staff of the SMart
Center to provide the appropriate service, time will need to be spent on
the evaluation process. This includes the evaluation of the Selective Mutism
Comprehensive Diagnostic Questionnaire (c) and The SM- School Evaluation Form
(c) as well as other mutually decided assessment forms and/or review of past
records.
For families or school personnel NOT wanting specific recommendations to a
particular child, the ASK THE DOC Consultation (NON-Patient Consultation) may be
more appropriate.
For the 'Per Service' consultation, families will need to supply a retainer fee;

Purpose: Academic
testing to aid in proper school placement, development of IEP or 504 plan, to
enable for a better understanding of child’s individual needs within the school
setting to enable for academic success.
Dr. Shipon-Blum now offers a nonverbal assessment tool to help assess:

Results of the test correlate with IQ and academic level of achievement. Written Report will include:
